Is Live Poker Legal in Vietnam?
RestrictedCasino business is governed by Decree 03/2017/ND-CP: foreigners and overseas Vietnamese with a foreign passport who entered the country lawfully may play, while Vietnamese citizens may play only at pilot casinos. Resolution 8/2025/NQ-CP (26 November 2025) continues the pilot at Corona Resort & Casino Phu Quoc and extends it to Ho Tram and Van Don. Outside casinos, poker exists as an 'intellectual sport': clubs register with local authorities and run tournaments, but authorities say clubs may not take money and award cash prizes, and several Hanoi festivals were cancelled in 2023-2024 over disguised-gambling concerns.[1, 2, 3, 4, 5, 6, 7, 12]
- Foreigners need a foreign passport (or valid laissez-passer) and lawful entry to play in a casino.
- Vietnamese citizens at pilot casinos must be 21+, buy a ticket (VND 1 million per 24 hours or VND 25 million per month) and meet income rules; a draft decree would raise the fees.
- Poker for money or property outside licensed casinos is illegal gambling, as is cashing out chips for money.
- In June 2024 Hanoi suspended recognition of new grassroots poker clubs; about 12 existing clubs were listed and placed under inspection.
- WPT, APT and other series in Hanoi were cancelled or cut short in 2023-2024 after authorities questioned approvals.
Where You Can Play Legally in Vietnam
- Licensed casinos (foreigners; Vietnamese citizens only at the pilot casinos such as Corona Resort & Casino Phu Quoc)
- Registered poker sports clubs in Hanoi that host tournaments (legal model contested, check current status)
Age: 21 applies to Vietnamese citizens at pilot casinos (Decree 03/2017). For foreigners the decree requires 'full legal capacity' under Vietnamese law without naming an age; casinos may set 21. Check with the venue.[1, 2]

IllegalVietnam does not license online casino or poker sites. Gambling for money online is an offence: small first offences (stakes under VND 5 million) bring an administrative fine of VND 1-2 million under Decree 282/2025/ND-CP, and gambling over the internet is an aggravating factor under Penal Code Article 321 with 3 to 7 years' imprisonment. Organising online gambling falls under Article 322 with up to 10 years.[8, 9]
